Call for papers

The 5th edition of the EU-PAIR 2026 International Conference is dedicated to exploring what the European Commission’s unveiling of the 2026 Work Programme, entitled Europe’s Independence Moment, that marks a pivotal shift in the European Union’s strategic orientation toward enhanced sovereignty, resilience, and global agency. Confronted with mounting pressures on security and democratic governance, intensifying geopolitical conflicts, economic and industrial vulnerabilities, and the accelerating impacts of climate change, the European Union is redefining the foundations of its political, economic, and technological autonomy. This evolving agenda raises critical questions about how the EU conceptualizes independence, how these ambitions are translated into policy frameworks, and how they reshape Europe’s role within an increasingly fragmented international order. Academics, researchers, practitioners, doctoral candidates, students, and stakeholders are invited to engage in discussions on June 18th – 19th at the Faculty of Economics and Business Administration, Alexandru Ioan Cuza University of Iasi, Romania.
The EU-PAIR Conference 2026 theme is Europe’s Independence Moment: Governance, Power, and Policy Transformation in a Fragmented Global Economy.
Europe’s Independence Moment captures a defining juncture for the European Union as it confronts profound transformations in the global economy, geopolitical order, and technological landscape. Intensifying strategic competition, disrupted supply chains, climate imperatives, and rapid digitalisation are reshaping how power is exercised and how prosperity is generated. This conference invites scholars and practitioners to examine the governance arrangements, policy instruments, and economic strategies required for Europe to secure autonomy while remaining open, competitive, and committed to democratic values.
Conference Focus: The conference focuses on how the European Union is reconfiguring its governance structures, public policies, and economic strategies in response to growing geopolitical, technological, environmental, and societal pressures. It explores the ways in which power is exercised through institutions, regulation, and markets, and how public authorities, businesses, and civil society jointly shape Europe’s capacity to act in a fragmented global economy.
The interdisciplinarity of the EU administrative science field permits to have a broader list of subjects for debating from all areas of research. Participants are encouraged to delve into topics including but not limited to: EU governance and institutional transformation, security, defence and resilience, economic sovereignty and industrial policy, digital transformation and technological governance, green transition and climate governance, social Europe and skills, external action and global partnerships, business and corporate responsibility, and policy design, implementation and evaluation.

KEYNOTE SPEAKERS​

Gilles GRIN
Director of Jean Monnet Foundation for Europe in Lausanne, Switzerland
Lecturer at the University of Lausanne, Switzerland
Theme: The Challenges of European Governance in a Rapidly Changing World
Gilles Grin is the Director of the Jean Monnet Foundation for Europe in Lausanne, and a Lecturer at the University of Lausanne. He is also Corresponding Academician for Switzerland of the Royal Academy of Economic and Financial Sciences of the Institute of Spain. He holds a PhD in International Relations from the Graduate Institute of International and Development Studies in Geneva as well as Master's degrees from Yale University (in History), the London School of Economics and Political Science (in European Studies) and the University of Lausanne (in Management). He is the author of more than 90 publications (books, book chapters and articles) devoted largely to European issues. He received the Book Prize "Mieux comprendre l'Europe" in 2022 for his work entitled "Construction européenne : la révolution d'un continent", translated into English under the title "European Integration: A Continent in Revolution". His latest book deals with the history of EU institutions ("Les institutions des Communautés européennes et de l'Union europé​​enne : continuité et changement, 1950-2025", French edition published in 2026; "The EC/EU Institutions: Continuity and Change, 1950-2025", English edition published in 2025). ​


​​Prof. Dr. Nevila XHINDI

Theme: The Human Engine of Europe’s Digital Power
Prof. Dr. Nevila Xhindi is a distinguished acadacademic and public servant from Albania, holding the title of Professor of European Studies at the Institute of European Studies, University of Tirana. She holds two doctoral degrees: a PhD in Human Geography and Demographic Studies from the University of Tirana, and a PhD in Regional Development and Planning (Magna Cum Laude) from the University of Potsdam, Germany. In 2006, she was awarded a prestigious Fulbright/Humphrey Fellowship in Education Policy and Comparative Studies in the United States, earning a special recognition certificate from the President of the United States at the time. She was also the first academic in Albania to receive the Jean Monnet Chair, awarded by the European Commission in 2012. Since October 2023, she has also served as a member of the Scientific Committee for the Albanian Encyclopedia in Social Geography at the Academy of Sciences of Albania.
Since May 2025, Prof. Xhindi has won the esteemed position of Chair for COST Action 24167, funded by the European Cooperation in Science and Technology (COST), becoming the first academic from Albania to lead such a research network.
With more than 30 years of teaching, research, and project writing experience, Prof. Xhindi has made significant contributions to higher education and public policy. Her career extends beyond academia, including serving as the Albanian Government’s Coordinator for Foreign Aid Assistance under the Prime Minister (2007–2009) and as Deputy Mayor of Tirana (2013–2015). These leadership roles underscored her expertise in donor coordination, project management, policy development, and institutional cooperation.
Prof. Xhindi has also dedicated 25 years to strengthening civil society in Albania, with a strong focus on project design, management, and monitoring and evaluation. She is widely recognized for her strategic vision, problem-solving abilities, and capacity to manage complex, multi-stakeholder EU-funded projects. Her expertise covers project design, budgeting, financial management, and compliance with international donor standards. Fluent in Albanian, English, Italian, and French, she is an accomplished communicator who has successfully built and led diverse partnerships across academia, civil society, and government institutions in Albania and the wider Western Balkans.
Dr. Nancy OWANO ABWALABA
Lecturer in the School of Education at Pwani University, Kenya
Theme: Europe’s Independence Moment: A Global South Perspective​
Dr. Nancy Owano Abwalaba is a Lecturer in the School of Education at Pwani University, Kenya, specializing in Economics of Education, Gender and Educational Planning. She holds a PhD in Economics of Education from Jawaharlal Nehru University, India, and brings over 35 years of experience in teaching, research, educational leadership, policy engagement, and communit​y development.
Her research focuses on educational equity, gender-responsive education and its contribution to educational attainment, digital inclusion, and the empowerment of girls and learners with disabilities. She is particularly interested in how educational policy, pedagogy, and community-based interventions can expand access to quality education, enhance learning outcomes, and promote social inclusion among marginalized populations. She has published widely and presented her work at numerous national and international conferences on education, gender, development, and social transformation.
Beyond academia, Dr. Abwalaba is actively engaged in community development and governance initiatives that advance girls' education, women's empowerment, youth development, and inclusive social change. In recognition of her outstanding contribution to community service and grassroots development, she was awarded the prestigious Order of the Grand Warrior (OGW) by the President of the Republic of Kenya in 2021.
At EU-PAIR 2026, Dr. Abwalaba brings a Global South perspective on education, community empowerment, governance, and sustainable social transformation, drawing on extensive experience in both academic scholarship and grassroots engagement.
Dr. Diana Camelia IANCU
National University of Political Studies and Public Administration, Bucharest, Romania
Diana-Camelia Iancu is associate professor of public administration at the National University of Political Studies and Public Administration — SNSPA, Bucharest, Romania, where she teaches and conducts research in the fields of public sector reform, local governance and Europeanisation.
She is President-Elect of the American Society for Public Administration — International Chapter, and has been actively involved in international academic and professional networks in public administration. Her work includes teaching, research, curriculum development, and institutional cooperation projects at national and European level. In 2025, she received the Alena Brunovská Award for Teaching Excellence in Public Administration, awarded by NISPAcee, in recognition of her contribution to public administration education.
Her current interests include the transformation of public administration education, digital competences in the public sector, and the ways in which universities can support more responsive and inclusive governance.​​

Elena VASILIU

Elena Vasiliu is a Communications Specialist at ADV Group, an organization dedicated to promoting social economy, inclusion, and social entrepreneurship in Romania and Eastern Europe. Through her work, she contributes to increasing the visibility of initiatives that support local communities, education for sustainable development, and collaboration among organizations, institutions, and social entrepreneurs. She is actively involved in developing content, communication campaigns, events, and European projects that promote social impact and active community engagement

PUBLICATION OPPORTUNITIES

The papers (maximum 2 papers/person) presented during the EU-PAIR 2026 will be double peer-reviewed for originality, clarity, significance, and scientific contributions. The accepted papers will be sent to be included in the Scientific Proceeding of the Conference. The previous EU-PAIR proceedings were indexed into ProQuest under Clarivate – E-Book Series, CEEOL, and Google Scholar databases.

The length of the paper should be between 6 and 20 pages. The final paper should strictly follow the guidelines (see paper template​).

PRACTICALITIES

The language of the conference is English. The abstract and final paper must be submitted in English. The conference will be organised as a hybrid event, but we strongly encourage in-person attendance for presenters.
