The 3rd edition of the EU-PAIR 2024 Annual International Conference convenes to address crucial and emerging themes concerning the trajectories of European public administrations’ responses and resilience amidst challenging circumstances. Academics, researchers, practitioners, doctoral candidates, students, and stakeholders are invited to engage in discussions on June 20th – 21st at the Faculty of Economics and Business Administration, Alexandru Ioan Cuza University of Iasi, Romania. Globally, governments and public administrations confront unprecedented uncertainties and obstacles, necessitating innovative managerial, financial, accounting, economic, organizational, and policy approaches.
The EU-PAIR Conference 2024 theme is Empowering European Workforces through Skills Development.
In light of the European Commission’s unveiling of the European Skills Agenda, aimed at fostering sustainable competitiveness, social fairness, and resilience, the EU-PAIR Conference 2024 invites scholars, practitioners, policymakers, and stakeholders to contribute to discussions surrounding skills development in the context of the European Year of Skills. The agenda sets forth ambitious objectives for upskilling and reskilling over the next five years, emphasizing collaborative efforts among Member States, companies, and social partners to drive positive change.
Conference Focus: The conference will focus on exploring innovative strategies, best practices, and policy frameworks to promote lifelong learning, empower individuals, and address the evolving skills demands in the wake of the green and digital transitions.

Professor, Ph.D. MIHAELA ONOFREI​
Alexandru Ioan Cuza University of Iasi, Romania
Welcoming Words
Mihaela ONOFREI is professor at the Faculty of Economics and Business Administration and a doctoral superviser in Finance. Her proactive academic and research activity is highlighted through her extensive list of publications: 28 books, 131 scientific articles, 126 conference proceedings and involvement in 29 research projects and structural grants. Furthermore, she has contributed to the creation of several study programs in finance and public administration. Her expertise is in Corporate Governance, Financial Management, and Public Administration. She teaches courses on Elements of Public Administration Science (for 1st cycle), Decision-Making in Public Administration (for 1st cycle), Comparative Administrative Science (2nd cycle).
She is member of the Scientific Council of the Institute of Financial Studies, member in the National Council for the Financing of Higher Education, Vice-President of Sociology Commission, political and administrative sciences at the National Council for the Certification of Titles, Diplomas and University Certificates. She was Expert evaluator and Rapporteur at the Research Executive Agency (REA) – European Commission and Expert and Rapporteur at the State Education Development Agency from Riga (Latvia).
Other positions: Representative of the University at the Consortium for the validation of qualifications in the Finance field, at the National Agency for Qualifications in Higher Education, Expert evaluator in the fields of Finance and Public Administration at the Agency for the Evaluation of the Quality of Higher Education (ARACIS), Expert evaluator for the National Center for Scholarships Abroad within the Ministry of Education and Research, Member in the Central Reform Unit in Public Administration, Member of the working group Finances and accounting of the public sector of the network of public administration schools in Central and Eastern Europe (NISPACEE), Bratislava (Slovakia).
Over the years, she has held several leading positions within the University, including that of Head of the Finance, Money and Public Administration Department (2012-2016) and Rector-in-charge (2017-2019).
Ph.D. GILLES GRIN
Director of Jean Monnet Foundation for Europe
Lausanne, Switzerland
Theme: European Economic and Monetary Union: Achievements and Challenges
Gilles Grin is the Director of the Jean Monnet Foundation for Europe, in Lausanne, and a Lecturer at the University of Lausanne. He is also Corresponding Academician for Switzerland of the Royal Academy of Economic and Financial Sciences of the Institute of Spain. He holds a PhD in International Relations from the Graduate Institute of International and Development Studies in Geneva as well as master’s degrees from Yale University, the London School of Economics and the University of Lausanne. He is the author of some 80 publications (books, book chapters and articles) devoted largely to European issues. He received the Book Prize “Mieux comprendre l’Europe” in 2022 for his book entitled “Construction europenne: la révolution d’un continent”, translated into English under the title “European Integration: A Continent in Revolution”.
Professor, Ph.D. JILL L. TAO
Florida State University, Askew School of Public Administration and Policy
Theme: Building a Resilient Public Workforce in the Age of AI
Jill L. Tao, Ph.D. Florida State University, Askew School of Public Administration and Policy, is the first international professor of public administration at Incheon National University (INU) in Songdo International City. Her specific areas of research examine the behavior of subnational governments, especially as innovators in political and economic behavior, in addressing issues of a chronic yet pressing nature: poverty, intergenerational sustainability and resource depletion. She has been a visiting researcher at the United Nations University-EGOV unit in Guimaraes, Portugal, and a visiting lecturer at the Dalian Nationalities University, People’s Republic of China, the University of Zagreb, Croatia, the University of Malaga, Spain, and Sapienza University in Rome, and as a Visiting Scholar at the University of Illinois Chicago, College of Urban Planning and Public Affairs. She previously served as the Dean of the INU Office of International Affairs and is currently serving as chair of the International Development Cooperation program at INU.
Associate Professor Ph.D. MARKO SLAVKOVIĆ
University of Kragujevac, Serbia
Theme: Readiness for digital health: towards the digital skills of healthcare professionals
Marko Slavković is Associate Professor at the University of Kragujevac, Serbia, Faculty of Economics and Director of Management and Economics Research Center at Faculty of Economics, and Director of Lifelong Learning Center at the University of Kragujevac. His general interest lies in sustainable development, with a focus on human resource management, digitalization, healthcare, project management, and several others. More specifically, his research addresses topics by focusing on global challenges and impact in national context.
His scholarship has focused broadly on the human resource management, SHRM, SHRM in healthcare, people in the digital world, human capital development, and project management solutions. His former Ph.D. students and candidates have held positions at Metropolitan University in Serbia, University of Kragujevac, and many other institutions.
He has been appointed as Vice Dean for Science in two mandates. He was a member of the team on the project TEMPUS JP 145010-2008 „Development of Lifelong Learning Framework in Serbia” and participant in the project of the Ministry of Education, Science and Technological Development of the Republic of Serbia entitled „Development of corporate governance in transition economies”. Currently he is engaged in the project „Fair Market Conditions for Competitiveness in the Adriatic Region” funded by the OECD and project “Generation Z Career Management: Strategy to Prevent Human Capital to Flight Out of Motherland” co-funded by Slovenian and Serbian ministry of science, and “ReDiHe – Readiness for Digital Health” founded by pool of healthcare organizations. He was a member of the expert team for drafting the National Qualifications Framework and the accompanying law. As a representative of the University of Kragujevac, he participates in the work of NALED (National Alliance for Local Economic Development) within the Alliance for Fair Competition.
His work has been published in journals with Impact factor, such as Journal of Business Research, Systems, Sustainability, Buildings, Journal of Multidisciplinary Healthcare, and Serbian Archives of Medicine.
Professor Ph.D. DIANA-CAMELIA IANCU​
National University of Political Studies and Public Administration, Bucharest, Romania

Diana – Camelia Iancu is professor and Dean at Public Administration College, National University of Political Studies and Public Administration (SNSPA Bucharest, Romania). She is IAU Fellow and expert of the Group on the European Charter of Local Self-Government at the Council of Europe. Diana has an active interest in educational policies, and she is member of different quality assurance bodies and accreditation committees focused on public administration education and training: EAPAA (European Association for Public Administration Accreditation), ICAPA (International Commission on Accreditation of Public Administration education and training programs) and ARACIS (Romanian Agency for Quality Assurance in Higher Education).
Diana holds a PhD in Public Administration (2018) and currently teaches comparative public management in SNSPA Bucharest. She has previously worked for Nijmegen School of Management (the Netherlands) and assumed different academic assignments in Slovenia, France, Spain, USA, and Greece. Her research interests include political-administrative relations in transitional democracies, local government development and sustainability in higher education. Since 2012 she co-chairs the Standing Working group on Public Administration Reform at NISPAcee (The Network of Institutes and Schools of Public Administration in Central and Eastern Europe) and since 2022, she is co-chair of the Engaged Research Committee at ASPA (American Society for Public Administration).
Since 2019 she is active senior manager for SNSPA Bucharest at CIVICA – The European University of Social Sciences (led by Science Po, Paris).
TRACKS

The interdisciplinarity of the EU administrative science field permits to have a broader list of subjects for debating from all areas of research. Participants are encouraged to delve into topics including but not limited to: skills development policies and initiatives at national and regional levels, public-private partnerships for enhancing workforce skills, digital literacy and competency development, green skills and sustainability education, inclusive approaches to skills training for diverse populations, impact assessment and evaluation of skills development programs, future trends in workforce skills and labor market demands.
The following tracks are stated for the conference (but not limited to):

  • Track 1: Performance Management in EU Public Affairs and Business
  • Track 2: EU Public Affairs and Business Resilience and Cohesion
  • Track 3: Policies and Strategies in EU Public Affairs and Business
  • Track 4: Smart-Working and Smart-Cities in the EU
  • Track 5: Artificial Intelligence in the EU Administrative Area
  • Track 6: Accounting in the EU Administrative Area

On June 21st the Workshop “Young Professionals in European Administrative Area” will be dedicated to students as part of Annual Conference. The activity is open to all interested students from UAIC or other universities. The workshop will be focused on themes related to the challenges of the public and private sectors during the pandemic times, being oriented to the comparative studies, analysis, case-studies, and research. The best papers presented will be published as part of Scientific Proceeding of the Conference.

PUBLICATION OPPORTUNITIES

The papers (maximum 2 papers/person) presented during the EU-PAIR 2024 will be double peer-reviewed for originality, clarity, significance, and scientific contributions. The accepted papers will be sent to be included into the Scientific Proceeding of the Conference and to Clarivate Analytics for being indexed. The previous EU-PAIR proceedings were indexed into CEEOL, Google Scholar and accepted for being indexed into ProQuest under Clarivate databases.
The length of the paper should be between 6 and 20 pages. The final paper should strictly follow the guidelines (see paper template).

PRACTICALITIES

The language of the conference is English. The abstract and final paper must be submitted in English. The conference will be organised as hybrid event, but we strongly encourage in-person attendance for presenters.
